Cost Recovery
For optimal management of PSU resources, the principle of cost recovery is used to reflect the real cost of the PSU and other program activities requiring PSU services. Cost recovery is applied to all non-core PSU activities. Some of the core activities are also cost recovered depending on the type of the activity and nature of the client. The PSU Director and the HOC decide on what group of clients should be charged and for what type of services. The following two principles in setting PSU rates are worth noting:
The PSU shall not be in competition with the local market; therefore, rates should not undercut local suppliers.
The PSU will periodically review its rates and obtain the HoA's approval.
